Position Overview:
Nationwide IT Services (NIS) is seeking a highly skilled Acquisition Program Analyst - Subject Matter Expert (SME) - Cyber Systems to support the Secretary of the Air Force for Acquisition (SAF/AQ) under the STAQSS II contract. The successful candidate will provide specialized expertise in cyber systems acquisition, program analysis, and strategic decision-making to enhance the Air Force's cyber capabilities and ensure the successful fielding of new and modified systems.

Position Overview:
Nationwide IT Services (NIS) is seeking a highly skilled Acquisition Program Analyst - Subject Matter Expert (SME) - Cyber Systems to support the Secretary of the Air Force for Acquisition (SAF/AQ) under the STAQSS II contract. The successful candidate will provide specialized expertise in cyber systems acquisition, program analysis, and strategic decision-making to enhance the Air Force's cyber capabilities and ensure the successful fielding of new and modified systems.
Key Objectives:
Strategic Program Analysis and Decision Support
- Provide impartial assessments and recommendations to support HAF budget preparation, defense, and oversight activities.
- Analyze and evaluate program documentation, acquisition strategies, and program phase transition plans to ensure alignment with Air Force objectives.
- Conduct quick-reaction analyses of critical programmatic issues in response to Congressional, OSD, Joint Staff, or NATO inquiries.
- Develop and deliver high-quality briefings, reports, and training materials to support decision-making at senior leadership levels.
- Leverage 10+ years of DoD acquisition experience and 5+ years of cyber systems expertise to provide actionable insights into cyber development and operational systems.
- Support the development and review of key program documents, including CONOPS, Capability Development Documents (CDD), Capability Production Documents (CPD), and Information Exchange Requirements (IER).
- Monitor and evaluate ongoing studies, analyses, and developmental work relevant to Air Force cyber capabilities.
- Prepare and review Program Objective Memorandum (POM) and Program Planning, Budgeting & Execution (PPBE) documentation to ensure accurate articulation of program status and strategies.
- Recommend funding allocations, program goals, and schedules to optimize resource utilization and program outcomes.
- Track compliance with program direction and identify risks or issues impacting program execution.
- Review and provide recommendations on existing and proposed Air Force acquisition policies and implementation strategies.
- Evaluate the impact of national, DoD, JCS, and civil government policies on Air Force acquisition programs and cyber capabilities.
- Maintain historical program documentation and develop summary materials to inform future policy and process improvements.
- Collaborate with Program Executive Offices (PEOs), MAJCOMs, and other stakeholders to ensure integrated and consistent program execution.
- Prepare and deliver presentations, briefing packages, and read-ahead materials for Congressional hearings, staffer visits, and other high-profile events.
- Handle confidential and classified (Secret/TS-SCI) information with the highest level of integrity and discretion.
- Timely and accurate delivery of high-quality program assessments, briefings, and documentation.
- Demonstrated impact on program decision-making and resource allocation.
- Positive feedback from stakeholders on the clarity, accuracy, and relevance of analyses and recommendations.
- Successful support of key program milestones, including budget cycles, decision points, and Congressional engagements.
- Continuous improvement in program processes and policies based on data-driven insights.
- Successful monitoring of and execution on TMT (ETMS2) taskers.
- Education: MA/MS degree (or equivalent experience as outlined below).
- Experience:
- 10+ years of DoD acquisition experience.
- 5+ years of experience directly supporting cyber development or operations.
- Deep familiarity with Air Force requirements development processes and the Cyber Enterprise.
- Substitutions:
- 22 years of relevant work experience may substitute for an MA/MS degree.
- BA/BS degree plus 18 years of relevant work experience may substitute for an MA/MS degree.
- Skills:
- Proficiency in Microsoft Office Suite (Word, PowerPoint, SharePoint, Excel, Teams), Adobe, and other DAF software tools.
- Strong public speaking and presentation skills.
- Ability to handle confidential and classified information with discretion.
