About the Role

Redhorse is seeking a highly skilled Program Manager to play a critical role in supporting the Chief Digital Artificial Intelligence Office's (CDAO) contribution to the Department of Defense's (DoD) Integrated Biosurveillance (IB) program. This cornerstone biodefense initiative requires robust intelligence collection, advanced analytic capabilities, and seamless information sharing across multiple organizations. As Program Manager, you will be instrumental in leveraging Redhorse's expertise in data, analytics, AI, and automation to enhance the DoD's ability to detect and respond to all-hazard threats, from biological and chemical attacks to emerging infectious diseases and extreme weather events. Your work will directly contribute to improved situational awareness and more effective decision-making at all levels within the DoD.

Key Responsibilities

    • Assists with planning, developing, testing, and documenting projects related to integrated biosurveillance.
    • Applies business process improvement practices to modernize projects, acquisition processes/planning, and re-engineer legacy methodologies/principles.
    • Supports agency teams in the development and management of project milestones, goals, and deliverables.
    • Leverages experience with CBRNE and/or Biosurveillance to inform project decisions and implementation.
    • Remains current on the latest AI system and software architectures and trends, encompassing design patterns, DevSecOps, and systems architecture patterns.
    • Collaborates closely with clients and requirements owners to develop and refine product lines.
    • Develops comprehensive plans, roadmaps, and software design strategies; analyzes and decomposes activities and requirements into software designs allocated across system components/sub-components.
    • Captures, develops, and reports reference architectures and documents compliance standards.

Required Experience/Clearance

    • Bachelor's degree plus 7+ years' experience, or a Master's degree plus 5 years of experience.
    • Experience with Agile software development methodologies and tools.
    • Demonstrated understanding of modern software architectures such as microservices and familiarity with front-end frameworks.
    • Strong communication skills, with a proven ability to engage effectively with CDAO members and DoD colleagues across multiple organizations.
    • Ability to synthesize requirements, recommend alternative technical and business approaches, and facilitate engineering efforts to meet aggressive timelines.
    • Experience working with the Defense Intelligence Agency (DIA) Machine-assisted Analytic Rapid-repository system (MARS), Open Mission Systems bridge, and Open-Source Intelligence.
    • Active Top Secret/SCI clearance.

Desired Experience

    • DevSecOps experience
    • Experience with DataBricks, Gitlab, and Jira.
    • Experience in data integration and advanced analytics.
    • Familiarity with cloud computing platforms (AWS, Azure, GCP).
