The Business Financial Professional (BFP) Level 1 will assist in executing the Program’s budget by creating and maintaining spend plans, requisitions, and supporting documents. The candidate will work closely with Business Financial Managers, Program Managers, Contract Managers, Contracting Officers, and Contracting Specialists to coordinate financial data. You will contribute to the maintenance of resources necessary for the day-to-day mission activities.
Key Responsibilities:
- Assist with the validation and completion of Unliquidated Obligations (ULOs).
- Assist Government Business Contract Management Offices with End of Year activities and completion of Actual data calls.
- Enter requisitions in the NSA’s financial management system with all necessary documentation (PSC#, PAR, SPAT, BER#, Acq Sec#).
- Prepare non-complex Military Interdepartmental Purchase Requests (MIPR) and Economy Act Orders (EAO) in NSA’s financial management system, along with their associated requisitions.
- Process incoming MIPRs and EAOs using standard processes to ensure Agency acceptance.
- Create and maintain spend plans in the Agency’s financial management system to document Government-specified requirements.
- Modify requisitions and associated documentation to comply with Contracting guidance and assist in the obligation of funds.
- Track requirements through execution by tracking and monitoring requisitions through the approval and certification process.
- Pull financial reports and data from Agency systems such as FACTS, CMIS, EDSS, and CDW.
- Utilize NSA acquisition and financial management policies, procedures, and tools.
Qualifications:
- Experience: Four (4) years of DoD or IC experience, or six (6) years of combined DoD, IC, and commercial experience in purchasing or finance.
- Education: NSA’s financial management system experience is preferred. In lieu of two (2) years of experience, an undergraduate degree with a business focus is acceptable.
Proficiency with Microsoft Excel, including the creation of formulas and pivot tables, is required.
