Position: Program Manager

Contract: 5 years

Overview:
The position will serve as the Vector Resources Program Manager (PM), responsible for oversight and
execution of Technical, Management, and Administrative support services to the Department of Energy
(DOE), Oak Ridge Office of Environmental Management (OREM). The PM will provide oversight of a
Vector Resources staff of between 30 to 50 full-time, on-site personnel. The scope of services includes:
• Nuclear Safety and Engineering Assistance
o Senior-level nuclear safety and engineering work that includes reviewing submissions by
other OREM contractors, such as nuclear facility and operations safety authorization
basis documentation; supporting assessments; and providing Conduct of Engineering
support.
o Assist in the implementation of EM Headquarters initiatives in the area of safety basis,
criticality safety, safety system oversight, nuclear facility maintenance, conduct of
engineering, and other areas as appropriate.
• Environmental, Safety, and Health (ES&H) Support, including but not limited to:
o Preparation and review of DOE and contractor ES&H, programs, plans, procedures, and
reports.
o ES&H assessments and evaluations.
o Assisting in the development of scope statements for DOE prime contractors.
o Assisting with readiness assessments, site walkthroughs, accident investigations, and
other field activities.
• Quality Assurance (QA) Program Assistance, including but not limited to:
o Review and recommend approval of QA, Contractor Assurance System (CAS), and
Integrated Safety Management System (ISMS) program descriptions and support
documentation for nuclear and nonnuclear facilities.
o Act as the QA/CAS/ISMS OREM liaison to OREM prime contractors.
o Provide assessments coordination for QA audits, readiness activities, ISMS verification
and reverification assessments.
Key Responsibilities:
• Oversight of Vector Resources staff and any subcontractor staff, including but not limited to the
following disciplines:
o Nuclear Safety
o Nuclear Criticality
o Industrial Health and Safety
o Engineering
o Environmental Science
o QA
o Waste Management
o Nuclear Packaging and Transportation
o Graphics, Multimedia, and Records
, • Serve as Vector Resources’ authorized supervisor for technical and administrative contract
performance and execution.
• Receive and execute, on behalf of Vector Resources, technical direction from DOE.
• Develop work and staff plans.
• Develop and provide written monthly status reports to DOE.
Qualifications:
• Bachelor of Science in Engineering or related field.
• Minimum 5 years’ experience in Project Management and DOE business management systems.
• Minimum 5 years’ experience in government contract management in accordance with the
Federal Acquisition Regulation.
• Experience working at DOE sites in Oak Ridge, TN is a plus
• Active DOE Q is a plus
• Experience overseeing large, technical support contracts is a plus.
