Position Duties/Responsibilities
GS-07: The incumbent serves as the Financial Management Analyst supporting Range, Targets Operations Instrumentation & Labs (RTOIL) and will be primarily responsible for the Major Range Test Facility Base (MRTFB) Investment & Modernization (I&M) funding and related investment funding efforts. Will assist in preparing reports and providing financial management and analysis. Supports MRTFB Investment Manager and project managers in the development of budgets and execution strategies. Monitors and analyzes accounts. Develops obligation and expenditure spend plans and provides monthly charts measuring progress against benchmarks and plan. Provides financial reports and participates in execution reviews with funding sponsor. Under the guidance of a senior analyst, the incumbent serves as the analyst for the Investment portion of the Weapons Division Major Range & Test Facility Base (MRFTB) Program Objective Memorandum (POM) and budget submissions to sponsors and Office of the Secretary of Defense (OSD). Responsibilities encompass management and execution of MRTFB I&M budget and actuals including supporting Navy Working Capital Fund (NWCF) requirements as needed.

The incumbent proposes solutions to execution year funding issues, including unplanned cost increases in development efforts, unforeseen bills, and budget cuts. Monitors and analyzes accounts. Provides financial reports and participates in execution reviews with funding sponsor.
