HVAC SHOP FOREMAN

Major Duties and Responsibilities

Directs the efforts of other American shop personnel or performs operation, maintenance and
repair of the Embassy's complex of boilers, chillers, heat exchangers, water heaters, air handlers,
air conditioning Units and associated controls under the direction of the Facilities Maintenance
Supervisor.

Specific responsibilities include but are not limited to:
• Directs or performs maintenance and repair of heating and ventilating systems and
equipment to include large (250 or more tons capacity) centrifugal chillers, cooling towers,
heating boilers, humidifying steam boilers, heat exchangers, water storage tanks, water
and/or water heat exchangers, air handling and air conditioning units, air filters, and air
distribution systems by directing the work and providing hands-on assistance.
• Directs or performs preventive maintenance of equipment assigned as a specific
responsibility in accordance with established schedules, operational and maintenance
procedures
• Schedules and directs checks and tests of boilers, heat exchangers, water heaters, pumps,
fans, blowers, air conditioning units, humidifying boilers and associated control
instrumentation in conformity with Facilities REMS program and instructions.
• Directs or performs correction of defects by adjustment, cleaning, repair and/or replacement
of defective items.
• Plans and schedules execution of work orders assigned to the HVAC mechanics and other
work assigned to support Embassy operations.
• Prepares inputs for American and DOS Facilities periodic reports on operation, PM testing,
and evaluation of HVAC systems.
• Evaluates job performance of American members of the HVAC Shop.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE

1. Education:
Completion of secondary school or obtained GED is required. Completion of vocational training
or apprenticeship recognized as producing a journeyman HVAC technician; trade school
certification or equivalent is required.

2. Prior Work Experience:
Minimum of seven years of progressively responsible work experience in the construction or the
operations and maintenance of HVAC equipment, systems and controls including large (> 250
tons) centrifugal chillers, boilers, pumps, air handler units, piping, heat exchangers and
associated equipment. Experience must have included working from sketches, drawings,
blueprints, wiring diagrams and manufacturers' operations and maintenance manuals. Among
those seven years, at least 3 years of shop foreman/lead experience. Must have a Universal CFC
certificate.

BUILDING MAINTENANCE SHOP FOREMAN
CLIN: 304

Major Duties and Responsibilities
• Assigns, coordinates, prioritizes and directs other American Carpenters, Locksmith, Painters
and Maintenance Technicians in the performance of various carpentry trade duties.
• Provides technical assistance and guidance in the repair and/or replacement of facility
components or equipment. Instructs subordinates in the maintenance of complex systems
throughout the space in Controlled Access Area. Provides on-the-job training to semiskilled
workers.
• Ensure workers follow all established work procedures and Facilities Management Standard
Operating Procedures.
• Coach and counsel employees in the performance of their duties. Report deficiencies to
supervisors to ensure noted deficiencies are resolved.
• Inspects the job site, requisitions all materials needed to complete the assigned task, and
ensures the availability of transportation for the work crew, tools, equipment, and materials
to the job site.
• Ensures proper preventive maintenance checks have been performed.
• Orders materials needed to complete the assigned task. Assists the FAC management in
estimating future material requirements.
• Maintains and controls building maintenance shop supplies and tools inventories.
• Prepares inputs for reports on the operation, preventive maintenance, testing and evaluation
of pertinent equipment and systems.
• Evaluates performance of American members of the Building Maintenance Shop.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE

1. Education:
Completion of secondary school and vocational training or apprenticeship recognized as
producing a journeyman carpenter.
2. Prior Work Experience:
Minimum of six years of progressively responsible work experience in the construction or the
operations and maintenance of building services in large modern commercial or government
buildings is required. Carpentry work is to include, but not limited to, framing, rough carpentry,
cabinet work, finish carpentry, and furniture repair and construction is required. Experience in
maintaining building systems with equipment for carpentry work is required. Among those six
years, minimum of one year of supervisory experience is required.
3. Job Knowledge:
Must have full journeyman knowledge of established practices and procedure of the carpentry
trade. Must have a general knowledge of other trade work. Able to communicate to keep
leaders informed of activities under their direct responsibility.

ELECTRICAL SHOP FOREMAN
CLIN 315

Major Duties and Responsibilities

• Directs the efforts of other American Electricians and Generator Mechanics in the
performance of maintenance and repair of Embassy primary and standby electrical systems,
elevators, associated motor connections and controls, and overall Post electrical service and
distribution under supervision of the American Facilities Maintenance Supervisor.
• Specific responsibilities include but are not limited to:
Directs or performs repair and maintenance of electrical power generation equipment,
automatic starting systems, automatic power transfer switches, operational control and alarm
systems, service and distribution systems including low and medium voltage, main and
distribution switchboards, panelboard fuses and transformers, motor connections and
controls including starters and motor control centers; lighting including incandescent,
fluorescent, recessed, surface, weatherproof, vapor tight and underwater, dimmers, and
signal and fire alarm systems including pull stations, ionization smoke detectors, sprinkler
flow switches, supervisory valve and control panels.
• Directs or performs performance of preventive maintenance in accordance with schedules,
operating procedures and equipment warranties.
• Directs or performs repair of components such as rectifiers, invertors, associated generating
and distribution equipment.
• Directs or conducts tests of equipment using voltmeters, ammeters, ohmmeters, continuity
testers, feeler gauges, frequency counters and other test equipment.
• Directs adjustment of components to ensure optimum operating efficiency.
• Analyzes malfunctions in electrical standby power systems, distribution systems, motor
connections and controls by visual and auditory inspection and directs necessary adjustments
and repairs.
• Maintains records of all shop work accomplished and parts used.
• Ensures compliance with all related published directives, work standards and technical
publications
• Directs or performs a variety of routine electrical maintenance and repair functions of a
general nature as required.
• Prepares input for periodic reports on the Electrical Shop operation including preventive
maintenance, testing, and evaluations of utility systems.
• Evaluates performance of other American members of the Electrical Shop.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
1. Education
Completion of secondary school required completion of vocational or trade school program in
electrical and electronics systems producing journeyman level skill required.

2. Prior Work Experience
,Licensed Master Electrician with a minimum of seven years’ experience in maintenance of
electrical equipment to include generators, dynamos, switchgear, distribution systems, and
general building electrical maintenance and repair. At least three years of this experience must
have been as a master. The experience must have included working from sketches, drawings,
blueprints, wiring diagrams and manufacturers’ operations and maintenance manuals. Must have
Shop Foreman/Lead experience. Must have had training and experience working with, and
maintaining, low and medium voltage electrical distribution systems.
