Position Summary:
We are seeking a Resource Analyst to join our Mission Center's budget team. This role involves managing budgets for two of the six departments, including field site locations, and interacting daily with the plans team and senior resource manager. The position is based in a fast-paced environment focused on high-priority initiatives.
Key Responsibilities:
• Budget Management:
◦ Build, monitor, and adjust budgets.
◦ Ensure funds are correctly aligned and monitor financial systems.
◦ Provide monthly status reports and reallocate funds as necessary.
• Data Analysis:
◦ Analyze trend reports for budget alignment.
◦ Prepare spend rate reports and present findings during monthly meetings.
◦ Monitor unliquidated obligations and prior year funding.
• Collaboration and Communication:
◦ Collaborate with the Resource Team and present data to leadership.
◦ Serve as the budget point of contact for departments and HQ support.
◦ Conduct meetings and present data to groups of 15-30 people.
• Systems and Tools:
◦ Use SLA Workflow, Sponsor Financial Systems Reporting Software, and other tools.
◦ Advanced Excel skills required (pivot tables).
◦ Familiarity with Tableau or willingness to learn.
• Reporting and Compliance:
◦ Support the Program Budget Submission and Congressional Budget Justification Book (CBJB).
◦ Ensure daily balance of funds and clear deficits.
◦ Record operating year and formulation guidance.
• Additional Duties:
◦ Maintain and update SOPs and guides.
◦ Monitor Service Level Agreements (SLAs) and Sponsor’s Pricing Tool requests.
◦ Provide recommendations to improve execution rates and meet spending targets.
◦ Mentor and assist with training new and junior officers.
Work Schedule and Environment:
• Core hours: 9:00 AM - 3:00 PM, with flexibility.
• Occasional extended hours for month-end, fiscal year close-out, or budget deadlines.
• Business/business casual attire.
• Minimal travel, mostly for local team-building exercises.
Qualifications:
• Advanced knowledge of resource execution, business systems, and methodologies.
• Ability to quickly learn Appropriations law, Sponsor regulations, and policies.
• Strong Excel skills (pivot tables) and familiarity with financial systems.
• Excellent interpersonal skills, with the ability to handle competing priorities.
• Strong verbal and written communication skills.
• Ability to work both independently and as part of a team.
• No specific licenses or certifications required, but a basic understanding of accounting is necessary.
