Description

BlueForce Inc. is seeking to hire a Counterterrorism Program Advisor to support the Counterterrorism (CT) Bureau Program Office with planning, managing, coordinating, overseeing, monitoring, and reporting on CT-funded programming in Mogadishu, Somalia.

CT Bureau works to strengthen partnerships, civilian capacity, and information sharing around the world to counter evolving terrorist threats and prevent the spread of violent extremism. CT seeks to promote the leadership of other countries to build capacity in third countries and their regions, and to strengthen partnerships and initiatives involving government and non-governmental actors to counter sources of violent extremist messaging, narratives, and recruitment.

Duties and Responsibilities

  • Assist the government manager with all CT-funded programming in Mogadishu, Somalia.
  • Serve as the Embassy's primary point of contact for the coordination of civilian counterterrorism programming and related reporting.
  • Report on CT programmatic developments within their assigned country.
  • Assist the CT/P's Grant's Officer Representative (GOR) and Contracting Officer Representative (COR) on select CT-funded programs in the management and monitoring of programs by identifying and reporting on programmatic issues, successes, and/or areas of opportunities.
  • Identify and recommend key programmatic areas of assistance.
  • Coordinate with other donors to ensure program de-confliction.
  • Liaise with senior host counterparts on training and ensure timely completion of Leahy vetting of participants.
  • Liaise with host nation counterparts on assistance needs and programs.
  • Compile monitoring data to inform of performance measurement analysis.
  • Oversee training deliveries.
  • Facilitate the Country Team's review and approval of Performance Monitoring Plans and Work Plans as well as other formal project documents.
  • Participate in CT/P weekly staff meetings and other required trainings.
  • Participate in regular meetings of Embassy working groups.
  • Convene program check-in SVTCs with implementing partners, other Embassy stakeholders, and CT/P.
  • Help to ensure grantee and/or contractor performance and compliance with requirements in statement of work and award notices.
  • Represent CT in donors' conferences, exercises, and training events at the national and multinational level when requested.
  • Synchronize CT efforts with other civilian and military programming.
  • Ensure timely, clear communication with and between implementers, country team, and/or Washington staff on key issues as appropriate.


Qualifications

Minimum Qualifications

  • US Citizen
  • Possess an active Secret Security Clearance.
  • Bachelor's degree from an accredited university. Associate's degree will be considered.
  • Minimum of fifteen (15) years of professional work experience, with at least ten (10) years of experience in program management or implementation, preferably related to law enforcement development or security sector reform.
  • A minimum of ten (10) years of experience in law enforcement training programs.
  • Mastery of the principles, practices, and qualitative and quantitative evaluation methodology of management and program analysis.
  • Demonstrated experience managing multi-phase complex project (s) from concept through final turnover.
  • Demonstrated experience working with members of the U.S. interagency
  • Demonstrated experience with designing, managing, and overseeing foreign assistance, especially security sector capacity building programs.
  • Demonstrated experience in developing operational performance measures and correspondence with performance improvement plans.
  • Demonstrated experience working overseas.
  • Knowledge of how to work effectively with foreign officials of diverse cultural backgrounds.
  • Ability to perform analysis and make recommendations for action to work processes and administrative operations.

Preferred Qualifications

  • Experience in Sub-Saharan Africa.
  • Experience in Counterterrorism training program(s).
  • Experience working in an Embassy setting.
