Integrated Logistics Support (ILS) Specialist
Job Description:
Seeking a Logistician Candidate with a background in acquisition logistics, self-starter, able to work independently with the willingness to learn and blend in with high performing teams. Responsibilities include:
* Assisting in the development and execution of product support strategies/logistics support that involve planning, coordinating, and evaluating the execution of Integrated Product Support (IPS) for acquisition programs that includes both hardware and software.
* Providing ILS/production support on acquisition logistics management activities to include development of acquisition logistics documentation, and evaluating the regulatory requirements to develop, field, and transition equipment/software.
* Providing technical assistance in the development of logistics product support strategies or product support packages. Assisting and recommending solutions to resolve issues involving the development and delivery of logistics products. Providing technical assistance documenting and presenting product support/strategies/plans to product managers and key stakeholders both orally and in writing.
* Supporting on logistics actions to include but not limited to: the BOIP/BOIP Feeder Data process, author LCSPs, support materiel release activities and equipment MWOs, APSA, logistics documentation, etc.
* Supporting follow-on development of IPS element within SATCOM systems portfolio product lines in the early development, planning and staffing of critical design documents necessary to field tactical communication system capabilities to the objective Force IAW AR 700-127, AR 700-142 & DA PAM 700-142.
* Providing an inventory of repair and replacement parts.
* Providing field support to the various SATCOM systems, as required.
* Interfacing and providing engineering support to resolve repair and replacement troubleshooting faults with the assistance of the helpdesk and technical assistance teams.
* Providing a seamless process with existing maintenance warranty or organic maintenance concept strategy.
* Supporting a variety of SATCOM systems in developing two-level maintenance concepts involving field level and Depot level maintenance.
* Providing depot level support to include: maintenance of Program of Record and Non-Standard Equipment (NS-E); and its components, inventory management, spares/supply support, and emergency on-site field service, activity reports, accountability of repair activities in the field, maintain and submit failure analysis data to help desk and track material end -to-end closing out all work requests.
* Providing briefings, establish fielding and refurbishment schedules requiring the coordination with other stakeholders/outside activities pertaining to fielding, refurbishment and reconstitution in forward locations.
Duties Description:
The candidate serves as an expert logistics management specialist concerned with directing, developing, and performing logistics management operations that involve planning, coordinating, and evaluating the execution of Integrated Product Support (IPS) for major complex systems that encompass new and emerging technologies or complicated fielding requirements. The employee applies mastery knowledge of the concepts, principles and practices of IPS functions to the extent that the employee is responsible for most or all of the logistics elements (i.e. maintenance planning: manpower and personnel; supply support: support and test equipment; training and training devices; technical data; computer resources support; and packaging, handling, storage, transportation, and facilities) for one or more acquisition programs.
Responsible for cradle to grave intensive logistics management to support to a complex, major weapons system from concept through field deployment. Performs the full range of planning, liaison, contract monitoring, equipment and organizational interface, control of other government elements supporting the effort and logistics phases of field exercises and tests. Initiates and maintains contacts with tri-service and key contractor personnel. All programs require the ability to integrate the separate functions in planning or implementing a logistics management program.
Implements PEO/DA/DOD policy and procedures of acquisition to provide support of the program manager's requirement to field fully supportable systems/equipment and meeting operational requirements for the soldier in the field. Resolves complex logistics problems affecting numerous activities and units spread over large geographical areas. Develops, initiates and oversees the implementation of corrective actions and program enhancements.
Manages the processes of planning, directing, managing, monitoring, and evaluating and correcting deficiencies in ILS throughout the research, development and acquisition process. Support includes the management and interface with logistics element managers, contract support services, training facilities, Integrated Logistics Support Management organizations and other service users at contractor facilities and government activities. Develops, interprets, and/or applies a wide range of DOD, Army and PEO acquisition and logistics policies, directives, and precedents.
Responsible for the coordination, preparation, evaluation and review of IPS management and planning documents assuring that tailoring, streamlining, and acquisition reform are considered and applied. Develops documents used for preparation of basic life cycle funding and budgeting to support the acquisition of the system/equipment. Establishes or ensures the establishment of IPS requirements for acquisition documents and contracts. Monitors the status and quality of IPS development services and products. Evaluates progress in attaining IPS objectives. Serves within an IPS management teams. Recommends new logistics support concepts.
Applying the principles of life cycle management, and as component expert, considers facilities, equipment, geographic/climate conditions, and usage projections to oversee and monitor the planning and implementation of comprehensive DOD component logistics programs to include integration with environmental and safety requirements. Evaluates plans and develops and assures the implementation of corrective actions and changes to reflect new requirements, technologies, and safety concerns.
Coordinates extensively with representatives of other commands, DOD components, and contractors. Leads/performs special studies.
Coordinates with representatives of other components and organizations concerning precedent setting, controversial, sensitive and/or complex issues and their impact or potential impact on military requirements, various and different functions, Congressional concerns, and private sector organizations.
Performs other duties as assigned.
Mandatory Requirement: Candidate must be a US Citizen in order to obtain and maintain an interim and final security clearance.
