Position Overview:
Serve as a Counterintelligence Investigations Desk Officer within the Naval Criminal Investigative Service (NCIS), National Security Directorate (NSD). The National Security Directorate is responsible for the directing, managing, technical review and coordination of all NCIS worldwide counterintelligence investigations and operations. The Directorate is also responsible for maintaining effective strategic and program planning processes for the National Security Directorate. This will include conducting activities designed to assess and evaluate the National Security Directorate's effectiveness, monitor and report on agency and program performance, project long-term resource and support requirements, and conduct special studies and projects related to these areas of responsibility.
Major Duties and Responsibilities:
• Serve as a Counterintelligence (CI) Investigations Desk Officer and principle Subject Matter Expert (SME) pertaining to NCIS CI investigations and activities.
• Review and analyze reporting, investigative processes, and case files related to CI investigations.
• Identify investigative gaps, vulnerabilities, and/or operational opportunities, to include, CI flags, CI indicators, and operational vulnerabilities which pose a CI threat to HUMINT activities, and produces comprehensive CI reviews.
• Evaluate information requiring further investigation.
• Create, update, and provide guidance on NCIS CI investigations; ensuring alignment with complex and every evolving national cascading policy, procedures, and priorities.
• Serve as primary advisor and SME to NCIS NSD Executive and Senior Management staff and provide expert direction and technical expertise to staff, senior managers.
• Responsible for constant and real-time assessment of NCIS NSD operational activities to ensure responsiveness in meeting DoD and DoN intelligence requirements, as well as supporting national intelligence objectives promulgated through the National CI Strategy.
• Serve as agency lead for the completion of annual or recurring data calls by conducting the assessment, evaluation, review and support of complex field-based CI investigative activities.
• Conduct liaison with employees, managers, and various other individuals, as required both internal and external to NCIS.
• Research, collect, review, interpret, evaluate, and integrate data from multiple sources.
• Prepare program performance and evaluative work products which include narrative, analysis, assessments, conclusions, and recommendations.
• Serve as SME on all primary and crucial targets, as recognized in national security strategy and be the agency and Intelligence Community focal point to address emerging threats to the DON to be addressed utilizing NCIS CI operational capabilities.
Requirements:
• Experienced Offensive Counterintelligence Case Officer (OFCO)
• Graduate of DoD or Federal CI/Law Enforcement Badge & Credentialing School
• Graduate of Foreign CI Training or Source Operations Training
• At least five years of experience with former MOS 35L, 351L, 97B, 35E, 35M, 351L/M, 97E or civilian 1811/0132 badged and credentialed CI Agent or DoD Joint Service or other Service equivalents such as 18F = SF INTEL NCO or 180A SF WO with ASOT-III, USAF 7XOS1 - Special Investigator (SI) 0211 Counterintelligence/Human Intelligence (CI/HUMINT) Specialist
• Must demonstrate a comprehensive knowledge of the NCIS mission and functions, organization, goals objectives, and anticipated programs.
• Comprehensive knowledge of DoN, DoD, DoJ and other Federal laws, statutes, regulations and directives pertaining to CI investigations.
• Demonstrated administrative and operational management skills.
• Ability to analyze, present, and communicate information effectively.
• Ability to work well on a team and independently.
• Current (within 3 years) CI Scope Polygraph
• Current Top Secret clearance with SCI Eligibility
