The successful candidate will work as a member of the COLOSSUS program as a COLOSSUS Technical Advisor (TA) to provide task support across the program's enterprise planning and management scope for the Frequency Management Office (FMO). In addition, the TA will provide RF engineering level support to the Director and Deputy Director of the FMO. In this capacity, the TA is responsible for representing FMO equities across the NRO. The TA must leverage strong working relationships with COLOSSUS staff from across the program to facilitate engagements with FMO leadership in support of aligned tasks execution. Activities may include but are not limited to:
  • Provides RF engineering expertise while anticipating what needs to be done across FMO efforts to improve efficiency and the prioritization of tasks;
  • Facilitate FMO decision framework;
  • Develop All Hands presentations and appropriate documentation in accordance with tasking and advisories;
  • Develop analysis of alternatives resulting in recommendations;
  • Planning and coordinating an organization's strategic and long-range goals, management concepts, and business practices;
  • Support the implementation and sustainment of processes that facilitate the development and delivery of strategies, architectures, and portfolio planning;
  • Maintain a strategic view of spectrum landscape (programs, legislation, etc.) and assist in spectrum strategy development by performing analysis and providing advice on the evolution and implementation of management concepts, and business practices based on a comprehensive understanding of the current corporate vision;
  • Track FMO actions and bring to closure;
  • Plan and accomplish goals for FMO by relying on extensive experience and judgment.


Job Requirements

Required qualifications:
  • Active TS/SCI clearance, with CI Poly or willing to take a CI Poly
  • NRO or IC mission experience
  • MS with 5+ years or BS with 8+ years of demonstrated performance related to tasks above
  • Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility
  • Ability to relate professionally with senior Government customers and colleagues
  • Strong written and verbal communication skills

Desired qualifications:
  • Strong NRO experience
  • RF Engineer or Electrical Engineer with broad knowledge of the spectrum
  • Bachelor's or Master's degree in Science, Technology, Engineering, or Mathematics
  • Certifications related to functional responsibilities such as but not limited to Program Management Professional (PMP) Certified Enterprise Architect (CEA) and Information Technology Infrastructure Library (ITIL)
  • Experience supporting multi-agency IT initiatives with responsibilities in strategic planning, architecting, policy, governance, or portfolio management
